Harry is currently a PhD Candidate at the University of New South Wales. His PhD explores whether Australia's political institutions can be restructured in order to ensure that they better reflect Indigenous interests and values at all stages of the processes of government.

He has worked as the Legal Research Officer at the High Court of Australia, a Legal and Policy Adviser at the Australian Capital Territory Human Rights Commission, and a Principal Research Officer in the Parliamentary Joint Committee on Human Rights in the Australian Parliament. He has published on law and policy in relation to human rights, criminal justice, judicial independence, international criminal law, transitional justice and dispute resolution. He has also published extensively on these issues as they relate to Queensland.
